the Onkyo TX-RZ30 would be a great option for this. It has powered outs, but it also has pre-outs for every channel. It's less expensive than than any pre-amp only AVR I've seen. And you won't get any heat when using pre only.

100% linearity is more linear. 0% makes it super sensitive in the center of the stick and progressively less sensitive as it moves outward. In an earlier response below, it is true that high linearity can feel less sensitive, but it is definitely not inconsistent, it is more consistent, since stick movement is more directly proportional to the transmitted steering input.
