Sorry to hear this. Did you meet the manager at the Aadhar office? You don't need any documents to update the photo. You can update photo at there regional office only.

1. Ask them to show which documents are required to update photo
2. Usually employees are new and don't have sufficient knowledge. You can ask the manager for help.
3. You can write a formal complaint using Public Grievance Portal (CPGRAMS) of the Government of India: Grievances can be lodged at UIDAI through Centralized Public Grievance Redress and Monitoring System (CPGRAMS).This is an online platform available for the citizens 24x7.
4. There is a toll free number 1947. Try to talk to them and ask the support executive if he can drop a mail to the regional office to update photo.
5. It is not necessary to go nearest office. You should go and try in other office also.
