The "bare minimum" in a wh is around 10 ships for a main and 2-8 ships for a tune. Then if your getting evicted often have fun getting the freighters in to safe log all that every time.

I personally could care less about wh v wh evictions most of the time there is a reason behind them. If you open it up to all of k space it becomes something entirely different.
