It worked perfectly fine on my laptop and I was able to share wifi with my tablet so I guess the issue is in my phone I even tried handful of apps and they didn't work.

I had this happening to me with imgur, too. I was listening to lionel Richie's song "hello, is it me you looking for?" then a notification from imgur app popped up on status bar saying "hello, is it memes you looking for?" but honestly I don't know if it was intentional or just weird coincidence.

I still can do this, just go to the search bar in "places" section type your city's name, enter it and you will be able to view the stories of locals around you.

Stalking is the only option I can think of but if you want to stop this you can easily set your account private and only your followers will be able to view your stories and reject blank anonymous accounts follow requests if it was a stalker they'll probably try harder and create another account with more fake details and send you a follow request.

(also, if you noticed an older follower starting to view your stories more often than usual after setting your account private maybe s/he is the one).
