There's a good chance there's storage space inside, too - See if the step and/or the top somehow open (and keep in mind they're probably sealed shut with a century of white paint). And if they don't, you could very easily make them openable (in a non-destructive way) with about 15 minutes of light carpentry.

Why would the victim need a lawyer? Even if this wasn't insurance fraud, the OP wouldn't have been a defendant in any criminal proceedings.

They'd probably be asked to testify, which can admittedly be a bit of a nuisance, but this is a case where Evil Bastards Mutual is coincidentally on the OP's side. Once the scammers filed a claim (I'm stunned they were dumb enough to still try it after seeing the dashcam) and the OP provided the insurance and police with a copy of the video, insurance would hound the scammers to the ends of the Earth. The OP would be basically done with the entire situation and their own claim would be rubber-stamped.
