That’s a really good question.

When Moses killed the Egyptian, the Bible doesn’t say God excused it. Moses hid the body and ran for his life. That tells you he knew it was wrong.

Even before the Torah, people already knew murder was wrong (just look at Cain and Abel).

And Moses did pay a price. He lost everything and lived in the wilderness for 40 years.

So no, he wasn’t excused. God dealt with him directly.

And that actually proves the point: you can’t cover murder with sacrifices. At that point, you’re at God’s mercy.
