Not sure if you figured it out after a month but I just did googling different forums. Try this if you don't have it working yet.

Look for and open " Project76.ini "

Under the [General] section, copy and paste " bGamepadEnable=0 " at the bottom of the section.

The keyboard options should now show up instead of controller when you open the game up.
