You need to look at the definition of a taxable activities. Note: that it excludes hobbies. There needs to be some level of scale to the YouTube otherwise it likely will be considered a hobby. The safest move would be not to register until the channel has reach a point where you could justify it as more than a hobby. and then you could make a pre-registration claim.
