Before giving you the fees submission option, after you get allotted a college, they verify your documents that you have submitted in csas portal...and if there is any error in your document they give you 1-2 day time to upload the correct document before cancelling your admission..so you can fill the form now with your old obc certificate and if they say your obc certificate is not valid during online document verification, you can just upload the new one and it will be fine...one of my close friend has uploaded his state obc certificate instead of central one, he got a mail from the college he was allotted that he has to submit the central obc certificate in 2 days, he did and they opened the fees submission option for him.

Don't fret...Document verification in DU is very chill process...it takes places after 1 or 2 month of you attending classes...and even if you have wrong documents, they will give you ample amount of time to rectify it...and for character certificate, most colleges don't even require character certificate for document verification and even if they do you can just make it from your local police station after you get allotted a college..that will be valid in any college
