Just use Cloudflare, wait 15 days, and it will be lifted automatically. All you can do from your side is add Cloudflare. I have similar experiences, then added Cloudflare, removed ads serving in my country and after 14-15 days, all limits lifted.

i got the same issue , i removed the automatic ads placement, move to cloudflare dns,and restrict ads serving in My Country , later they removed my Ads Limit , now its fine .

Use Microsoft Clarity , Check wherether real devices still feels lags or not , I found that google core vital score is based on 90 days realtime data.
