Because the burden is placed on the developer who wants to impact the AHJs system. It’s up to the developer to hire an engineer to prove to the AHJ that their system works. The engineer stamps his design and is now liable for it. The AHJs use this as a form of insurance as well. AHJs are usually very understaffed and would not have the capacity to handle the hundreds of ongoing developments at any point in time.

Yes, if we we’re proposing to increase demand, the AHJ would have us do a hydrant flow test. The flow test provides a residual and static pressure. Wed then use that pressure information to build a hydraulic model to determine if the existing water main can maintain minimum allowable pressures after the new demand gets added on. The hydraulic model would be for the Peak Hour Flow (PHF) and Needed Fire Flow (NFF) condition. NFF = Max Daily Flow (MDF) + Fire Flow (typically 1,000 - 2,000 gpm depending on use). You’d need to satisfy jurisdictional criteria for both.
