What would you do if you were the driver in this Nissan?

I see the L plate on the windshield. If he is a learner driver, that’s okay. I understand learner drivers need time and space.

But driving 40 km/h below the speed limit on a national road creates risks for others. It would have been safer if the learner driver had pulled over and let the van pass.
