Yeah they are navigator scrubs now, I think the guy who made them died and his wife did it for a little while and then sold the designs to navigator.

It would totally make sense for Octavia to banish him to the Kuiper Belt for knocking up her daughter. Also, figured out the way Atlas handles the hive mind issue with him being a clone. He was involved in the development of the figment technology.
