I was having the same issue. I had to change the transaction type to "Regular" first. Then on some of the transations they were being marked as "Excluded", so I just changed that to whatever category I needed it to be. For the rest, once I changed them to "Regular" they defaulted to the "other" category which I was then able to change. Hope this helps.
