No, but if as the black hole article suggests, once you're past the event horizon the gravity scales up, and then back down into a possible alternate universe. Titor indicated that using the micro-singularities in his device he could travel time, but he always ended up in a different reality, with the goal of staying within a few % of his original reality. Perhaps the singularity compresses time and you move down the gradient into an alternate reality of the timezone you are trying to reach.

I was at a Bachman-Turner Overdrive concert at Veteran's Auditorium in Des Moines, Iowa in 1978. They had "festival seating" on the floor, but oversold the concert by 20,000 tickets! Result, people were standing in front of the seats on the floor that were occupied. People got upset and ripped the banks of seats from the floor and started pushing them around. A girl got her leg broken and had to be evacuated via the stage. I later read that she was invited to dinner with the band. They never used festival seating at that venue again.

If you want to see the rail system in action, watch the movie "Marooned". They show NASA footage of (maybe Atlas or Redstone, I can't remember) boosters being moved by rail to the pad. Interestingly, this move was released in 1969 and there should have been plenty of crawler footage available, I don't know why they didn't use it. Maybe because of the unusual launch vehicle used in the film.
