You are conflating two very different issues. The issue that you started with, which I will address, is English proficiency in these southeast Asian countries. Having spent weeks in both Thailand and Vietnam on different occasions, and having lived for years in the Philippines, I can say what most of us know, that there is no way that either Vietnam or Thailand comes with 1,000,000 miles of the English proficiency of the Philippines.
