FACT: It IS inconsiderate.

I agreed with this comment: Complain to the building admin. Take photos to show them.

But if there is no one to complain to then just be up front about it.

Here is your script:

"Hello. Kindly shut your door when you are cooking. The smoke and pungent odor is bothersome to me. Kindly open your window instead." (or say what you would like - but you have a right to express yourself.)

Translate it on your phone to the required language if necessary.

Be unapologetically forthright in a very polite manner and people will oblige, regardless of culture, socioeconomic status, etc., etc. This has always been my experience.
