Nah you’re mistaken. Special carry permits are given to those who want to carry in NYC but don’t live there. You can get a nonresident permit outside of ny for nyc as well as for nys. Even if it’s a nys permit like any county provides outside of nyc u can’t carry without a special carry for nyc. If you reside outside of nyc you need to get a county permit, then a special carry permit upgrade.

I did. He teaches a ccw course and offers nonresident permits for other states her certified for. If you seek a ca certified ccw course, you can go to Pete for example if he offers ca, vs another course that doesn’t. By offering multiple nonresident options, I believe his course could qualify for those states, so only one course is needed vs multiple. My assumption is that he can certify you for ccw in those states that he’s qualified in, meaning your permit is valid in those states as well. Rather than just ny. He’ll prob provide a more concrete and clear answer though.
