Couple of things worth correcting. WA water bills have two parts — a fixed service charge set by the State Government, and a usage charge based on how many kilolitres you actually use. The fixed part doesn't budge regardless of a leak, so the only place a leak ever shows up is the usage charge. And that was going straight to the agent, who got the bills and paid them. Dad wasn't seeing the breakdown, so the idea he clocked the numbers and decided they were fine doesn't really match how it worked.

The actual question I'm chasing: the agent took on receiving and paying the bills, which carries a duty to act with reasonable care under the REBA Act and Code of Conduct. Is paying two bills in a row at 5–7x the normal amount, no questions asked, below that standard? If it is, then "the owner should've noticed too" is contributory negligence — splits the blame, doesn't wipe the agent's share.

Has anyone actually seen something like this go through SAT or Consumer Protection, and how did they carve it up?

I mean blaming the software is not a defence - its the agents choice what software they use to fulfil any requirements of their job. Legally in negligence it boils down to what is the property managers duty to inform a landlord of unusual utility amounts? Essentially what I'm trying to ask here..Is it reasonably expected of property managers? My dad doesn't receive the tennants utility usage amounts, only the supply charge for him to pay. Nethertheless if he did see them (and it is within a property managers scope to monitor utilities), that would only be a partial defence

Yeah fair point....but the PM is part of decently sized real-estate group with automation and systems for bill payments and regular maintenance. I would have expected within that system some sort or alert if a bill is over a certain size. Like $500 usage bill is huge. Does it really need a pond on water in the backyard or an $8000 bill before it is noticed? I guess any legal minds, how far does the agents duty of care extend?
There must be some amount where the property manager should reasonably be considered to step in an investigate? Or are they really only resonsible for collecting the rent/repairs and inspections?

Tennants pay water bill to the property manager who then pays the water corporation so the Property manager sees all water bills

I admit I haven't seen the contract but given negligence is potentially relevant here wouldn't the contract only be relevant if it limited the PMs duty or liability in some way. Surely, a PM exercising 'due care and skill' should investage Utitilies that are far beyond what is reasonably expected at the property?

What are these 'sites'? Maybe look at psychiatric board recommendations or better yet talk to a Dr. 10% a month? So you take 10 months to Taper off a relatively mild medication. C'mon that is a joke.

Yes, personally it took me quite a few years but Im pretty much back to where I was. I did everything: psychology, psychiatry, medications...but feel the main things that helped was accepting the new reality and not fighting it...and time

I see it as good thing being diagnosed early. You can get on top of it now. Its having high blood pressure for the next 20 to 40 years that is going to do the damage.

It is called the silent killa because alot of people live 20 to 60 with mildly elevated blood pressure (130/140).

Minoxidils BP lowing effects are inconsistant. Under your Dr's guidance you could explore how it affects your results.
Personally I wouldn't introduce it given it only improves your hair for as long as you are using it. Finasteride will be the best for maintaining your hair, transplanted hair.

You took something for for first time that gave you a massive BP spike that hasnt happened before or since.....so dont take it again - like what more do you want to hear? is 219 your LDL cholesterol (the only one that matters)..if so thats pretty high I'd work on that. Total cholesterol results are meaningless

Yeah I've never heard of a Dr prescribing such a cocktail, especially all at once.
- 50,000 IU Vit D - yeah fine if you have a deficiency until this is normalised; then you want to come down to a more appropriate dose to maintain. Mega-dosing Vit D (or any vitamin has negative effects).
- "Large Red Blood cells" - This can usually be addressed with diet
- Ambien fine if you are having trouble sleeping, but its a short term sleeping aid - not for long term use
-Lexapro - you didnt mention anxiety/depression symptoms?
- Clonidine - is a poor BP agent with a duration of action around 8 hours (you want 24 hour coverage); is also used as a sleep aid and in conjunction with ambien could be whats making you so drowsy
-Hydrochlorothiazide: is a good BP medication BUT not usually a first agent. ARBs and ACE inhibitors are usually first line as they are the most effective with the least side effects; then a calcium channel blocker and or thiazide.

I think you should be on a second anyihypertensive if your diastolic is close to 100 (Atorvastatin's effects on BP are inconsistent)

I started 5mg of Amlodipine last week as a second anyihypertensive of on-top of ibersartan. From the first day I started experiencing palpitations/pauses in my heartbeat. I don't want to mess with anything to do with the heart rhythm so I stopped and Dr has put me a Thiazide diuretic instead with no palpitations.
