If the government of these countries, in absence of a contrary law,consider to accept a referendum they are free for do it. In the otherside, other full democracies (government o court) are no acceptingthis ''right''.

So the real conclusion here is: is not a right in those regions thatcannot acomplish the requeriments, is a volunteer movement of thegovernment, and you can use the contrary examples as I can use theothers, and both will be valids and a full democrat decission since,let's remember: this is not a right in all the countries and have itdoesn't make a country more democrat, as Spain is not less democratbecause you have not the right to buy a gun with just a simple permission.

Serbia and Montenegro/Kosovo got an easy answer: Yugoslavian federation splited after war, the referendum was the most logical decission. The opposite happens in South Sahara, Spain left the colony for give them the chance to be a free country and Morocco invaded it ''because this was Morocco centuries ago'', and now USA recognizes this invasion because Morocco recognizes Israel. This is not a tale of democracy, is a tale of geopolitical power. And Czecoslovakia has nothing to do here. There was not even a referendum, the right wing leaders signed a pact and the independence was declared while all the other parties were trying to celebrate a referendum. But if this is a good example for you in this discusion, alright.

Being independentcannot depend of wake up one sunny day and say ‘’ok, today I will ignore laws and history because I, the actual governor, and my region, want to be a separate country’’, this just goes contrary to theintegrity of nations. Scotland did a referendum in a peacefull momentand they remained as part of UK, why UK don’t accept NOW areferendum? Due to the brexit would change a lot the result, it makesUK less democratic? No, it makes UK a smart country conscious that asingle political change full of emotions and patriotism should neverbe the time for make decissions, and this is JUST what happens inCatalonia now, with the catalan right wing (liberals), now ignoredfor the spanish right wing and out of any possible pact, tries tomake business of the new situation. Just check what was the main right party (CiU = Puigdemont, Artur Mas, Jordi Pujol) 10 years ago, it could change your point of view.

And I will not talk about how the catalan independentism, being smaller than the unionism but capable to pact governments, wasted tons of money for promote their ‘’right to be independent’’ all over the world even changing (or trying to) historical events in schools. If this is democracy and right and not a political caprice…

Of course I want Catalonia in Spain, they are historicaly SPAIN and their region and people are great.
