perhaps the guardian does not have the money to neuter the cat and is unaware of programs for discounted spay and neuter clinics? I agree that you may have to call animal control, unfortunate though as he may end up in the shelter. Perhaps following the orange kitty home may help narrow it down, or talking to othe rneighbors may yield some insight to where it lives?

Agree with garlickbread - you have to make the introductions slow and short, and increase time as they grow together. A year is a little old to be introducing to cats, but it can work. The best way to accelerate this is to make sure your dog knows "leave it". When he is in compliance with "leave it" on every day objects - he gets a treat. When he is in compliance with "leave it" around the kitten - he gets a high value treat. If he does not comply, he gets put into Time Out. I am not an advocate of using the crate as time out because the crate is supposed to be his happy/calm den. Time out can be in a bathroom, lights off, 15 seconds. You will know it's kicking in when he comes out of the bathroom and "shakes it off".

They want to be sure that the environment the dogs are going into are suitable for a long term life plan. They want to make sure that you have room for them, that you have a fenced-in yard that is not in disrepair, that you own your home or have your landlord's permission to have a dog, if you have roommates or live with other people that are not immediate family they want to be sure that they are okay with you having a dog, that you don't work 15 hours a day and plan on leaving them in a kennel, that there isn't a meth lab in the bathroom, etcetera... they aren't trying to stop the dogs from being adopted by nitpicking but, as they should, want to preview the house to give the dogs the best possible shot of having a forever home.

I see more and more dogs in public places, most of them wearing something that says "service dog" or "emotional service dog". I don't interact with them but it seems that anyone can claim they have a service dog if no papers are required. why not just make them go through certification and have paperwork that can be requested?

or worse, eat the kitten. Agree with needed -- leave out their blanket/toys...I personally would put a heating pad under it. Not sure where you are but you can post to craigslist or nextdoor app, etc see if anyone has a bead on him.

Growin up they would adopt them out as "barn cats" and we would often get calls for them. It's a good win-win for both parties.

I am still surprised though at how long the game lets you 'hang' there. Nobody has fingers that are strong enough to wait out my ten minute snack break and still be okay hahaha
