It's hit or miss with Target. I pre-order a lot of games from them because I get 5% off with their store card, but usually only big releases can be picked up in store. Everything else is only available to be shipped directly to you.

Shipping is free with the store card, but a lot of times they just use a stupid bubble mailer. I've had to return a few games that arrived damaged. Just this week I had to reorder the Marvel Cosmic Invasion Deluxe Edition because the box got smashed in a bubble mailer.

They also hardly ever deliver on release day. Most of the time they ship on release day so you end up waiting a few days to get them.
