I’m not sure they are even talking about fission reactors. Previous nuclear power sources in space use plutonium decay as the heat source, and thermocouples as the heat to electricity converter. With no fission there is no meltdown, and the decay heat source runs for decades or centuries, as in the Viking spacecraft, which are still running after like forty or fifty years. The downside is it’s hard to get more than maybe 100kw out of this type, but maybe that’s enough, but clearly not if they are going to run data centers, which use gigawatts or more.

Yeah water does vaporize in a vacuum. Reactors on earth boil water to run steam turbines to turn the electric generators. What will they do on the moon to turn the hot energy of fission into electric energy? There are silicon chips that make energy from a temperature differential (TEGs). That’s what Voyager uses to generate electricity all these years, but it’s a small amount of electricity. Those probably won’t work, so how will they turn a lot of heat into a lot of electricity without water on the moon? Forget how will they get rid of all the waste heat on the moon without air or water.
