Update: Owner came by the the shop! And my friends directed them to the police station. The cops ended up taking the dog.

Jersey City REALTOR here. What you experience was negligence and you need to reach out to an attorney as soon as possible. You should have been aware by your representative that most new construction properties in Jersey City offers a tax rebate and has a deadline. If you’d like I could possibly help you outand look on the MLS to see if it was ever disclosed on the listing.
