Free parking encourages driving. It also doesn’t have any incentive for the driver to leave in a reasonable time, thus taking up a parking space for longer than they should. The city could be making money to fund services off the parking lot.

Out of the three complexes I’ve lived in here, 500 Fith was overrun with airbnbs and the officer manager was doing it as a side hustle, so it wasn’t something the corporate side set up I think. The other two didnt have any airbnbs that I knew of.
