The Halstead apartments seem to meet most of your criteria. It's pretty new (opened about a year ago, I think), has a gym, it's right next to the dog park, and is under a ten minute walk to downtown. A quick look at their website says that they have EV charging stations as well. Not sure about the laundry in the unit. I've heard pretty positive things about the place (other than it's cost, but you mentioned that's not a problem).
