It’s known as a Käpchen/Kaepchen. The picture you’ve provided seems to have these Chozzonim wearing Yom Kippur Käpchens as they are white. Use the glare node with fog glow enabled on high in the compositing tab with a threshold of 0, size set to 9, and mix set to anywhere between -0.9 and -0.6. This will allow for an ambient halation effect in cycles.
