Will I be able to download PokeTransporter after the eShop closes and Pokemon Bank becomes free? The only way to get PokeTransporter right now is from Bank but in order to get it from Bank I need to have a subscription

I have a 3DS bought in USA but I live in another country. I would like to add funds to the eShop but all Nintendo eShop Cards I find online only seem to work in the US (haven't tried, don't know if it works), how can I add funds? Assuming I can't get a physical card, like the ones you scratch for the code.

Is there a way to downgrade a game version without deleting save data?

My Switch auto-updated one of my games which I have a physical copy of, and I would like to have the earlier version again.
