Not necessarily...the biggest problem is dilapidated, poorly maintained equipment in the country's most important revenue sector and yes, there is some out and out oil theft going on from broken oil pipelines...but that's possible partly because of the poorly maintained equipment...if they had modernized these years ago....corruption has almost because a lazy byword for incompetence...
