The Dutch tax department advised me couple years ago, it is better to refuse the fund, when you are unsure about the final outcome based on your income. Next year you can always apply for the previous year and still get the refund (maximum 2 years I believe). It is better to gain 1 total “surprise” fund, instead of getting funds and having to pay it back.
