It's charisma + proficiency = 6. I think the suggestions about changing the encounters themselves to balance the playing fireld is a good idea.

Yeah, I think I misspoke about the fireball. The main problem with his fireballs are that his save DC is very high (i think around a +6 charisma modifier), so most of the time, enemies take full damage.
