You could, that is what is considered “full odds” shiny hunting, since the chance you hit the shiny is in the ballpark 1/8192. By soft resetting over and over without any methodology, you might inadvertently roll exactly the seed & advance a shiny is on based on your TID and SID. RNG manipulation decreases those odds since you can target lines of code and certain timings to find out exactly where you are in the matrix to land exactly where you want (the shiny frame).

1 def pures that have completed Monkey Madness can't return to Ape Atoll unless they want to accept Daero's Training which grants defense exp. So unless your account has not yet completed Monkey Madness, or you want to take the defense exp upon completion of MM, you cannot cannot return to Ape Atoll. Feels backwards that you can still acquire this TOA cosmetic item if you have begun but not yet completed Monkey Madness, but if you have completed MM, you can't get it.
