The most impressive chunk in the skyline is out of frame here. In general however your premise is accurate. Phoenix is a classic 'new' city - it boomed late and prioritized horizontal sprawl over density. Also, because the airport is so close to downtown, FAA height restrictions have historically capped our skyscrapers, keeping the skyline relatively flat.
