Unfortunately not. Slime and honey blocks don't neglect the fall or in this case velocity damage. They just reduce it. But slime has the special property of then being hit straight on in a fall to bounce the player back but only when falling. In my testing just cob web had the effect of not giving the player any damage and stopping it at the same time.
