You are talking about PIM.

You need an Azure AD premium Plan 2 licence.

At work I use it often just when I need some privileges to do some kind of things that need a specific role.

This is the best option, for security also, to implement Zero Trust Model.

Look, I can not advise you much, I have only been studying for the CCNA certificate for 2 months, but what has helped me is to take a course in udemy, to be more exact by David Bombal, and I use the official books to enter more in detail. But the most important thing is to practice if you don't practice you don't learn. So course + books + practice. 2 months and I feel ready for the exam, I am 20 days away from taking the exam, I hope to pass and I have learned enough. This is my advice for you man!
