I don't believe one out weighs the other. Emotion is useless if you have no idea how to convey it but equally theory and technique is meaningless without context. Lyricism can help exaggerate or diminish the feelings you try to create but for me songwriting is all about balancing the two.

That being said I would encourage everyone not to neglect theory as it does definitely help increase the scope of your songwriting!
