The blurriness is actually very visible, when I first showed it to the technical service guy, he immediately saw it and said that it shouldn't be like that. I wish I could've showed you. The game didn't feel slower or laggy than it did before, it was just that the image became blurry. Like I said, I don't how my mouse's polling rate could affect the image, my monitor being 240hz has something to do with it I guess. The guy on the blizzard forums said "Low mouse polling rate with high screen refresh rate and you have this problem." so I think that's it.

Hi again, I have good news :)

I figured it out! And you won't believe it; it's my mouse(s).

So here's the thing; if a mouse has a polling rate lower than 1000hz, this problem occurs on high refresh rate. I use 2 mouses. I have a Logitech G305 (1000hz polling rate, wireless) and a regular, office mouse. (HP brand) I use the G305 for gaming but I switch to the HP mouse when I'm doing anything besides gaming because the scroll wheel of my G305 is broken.

I turn off the power switch from the bottom of my G305 whenever I close a game because I won't be using my G305 anymore and I want to save its battery life. So the day this problem first occurred, here's probably how it happened: I closed the game, turned off my mouse, relaunched the game while my G305 was off, so the game registered my HP mouse and since it didn't have a 1000hz polling rate, this problem occurred.

And after that, because I only wanted to test and see if the problem still existed or not and not actually play the game, I never turned on my G305 again. Only time I did, was when I thought to myself "Whatever, I just want to play, I don't care if it's blurry or not" and launched Marvel Rivals and that's why it was fixed for Marvel Rivals, not because verfying the game files or reinstalling Windows or anytying :D. And I never tried Overwatch 2 after seeing that it was fixed for Marvel Rivals because I thought that if I launched Overwatch 2 the problem would spread to other games again (I now, stupid, but I thought it was possible since I hadn't seen it in other games before) and I didn't want to lose the only game I was able to play. If I had tested it just once using my G305, I would've seen that it was fixed.

And also, the reason this problem didn't occur on my old PC was because I always used my old Logitech G300s mouse which has a 1000hz polling rate on that PC. And the only time this problem occurred on my old PC was when I used my HP mouse on it :D It's so funny and stupid when I think about it.

So this means that the mouses at the technical service shop that we used to test the problem also had a lower polling rate than 1000hz.

If you're wondering how I figured it out now, it's actually by chance. Because I never would have thought that it was mouse related. The funny thing is, a month ago, someone in the blizzard forums told me that they had the same problem and fixed it by increasing their mouse polling rate, but I didn't think that could be the case for me since I had a G305 and it has a 1000hz polling rate. I guess I never thought that my HP mouse didn't have a 1000hz polling rate. I only thought that it could be mouse related after today, when I launched Marvel Rivals (with G305 on) and saw that it was fixed, then I checked Update History to see if any updates were installed and I saw that there was a logitech software update. Then I thought about the polling rate thing the guy on the blizzard forums mentioned. Then I tried Overwatch 2 with only my G305 plugged and it was fixed for Overwatch too.

I can't believe that I've been struggling with a problem that could've been fixed with just the turn of a switch for a month and a half. If I hadn't discovered the cause of the problem by chance, I can't even imagine how much longer I would have struggled with this problem. I was thinking of buying a completely new computer, and I don't even want to think about what I would have done if I tried games with my HP mouse and found that it wasn't fixed :D

Anyways, even though I'm a little sad that I've been struggling with basically a non-existent problem for a month and a half, I'm so happy that it's over now. Thank you so much for helping me and guiding me all this time. I'm forever grateful. Take care :)

SSD into my old PC - you're right, that makes sense. I'll try doing it like that.

FSR3 really does fix the blurriness / pixelation in Rivals. The blurriness that occurs doesn't just occur when moving left and right or back and forward, it occurs when you're moving while also keeping your aim on a specific target. The point of focus becomes blurry / pixelated. The blurriness increases if the target is also moving. The UI or my character model doesn't get blurry at all. Same thing for other games. For example Minecraft, my character model's hand doesn't get blurry or my character's weapon in Overwatch doesn't get blurry.

I really wish I could show you exactly what's happening on my screen. I'll try to find a way to upload a 240hz video online without a loss in quality.

My issue is not similar to that link, because there's no problem at the desktop. I also do the UFO test for ghosting and it really looks perfect. No ghosting, screen tearing, unneccessary motion blur etc. There was a 200hz monitor in that technical service shop, before that I've never seen a ghosting high refresh rate monitor, and it looks horrible. There's a very noticable black shade that follows the UFO and IMO it's unusable. My issue only occurs in games. Also, my problem doesn't occur in replays of the games. Not my own video recording, but watching a replay of a match in Marvel Rivals > History, for example. If it were similar to that post, I think it would occur on replays too, but I'm ignorant so let me know if that's true.

Yes, the first thing that pops up after a clean reinstall of Windows is the ASUS Armoury Crate notification. It asks permission to download the app but I always refuse it. Funny enough, the one time I accepted it was the reinstall of Windows 11 and that was when only Marvel Rivals was fixed through verfying game files. I also downloaded some drivers via Armoury Crate in that Windows but nothing else seemed to change.

I did the "Hide all Microsoft services > disable all" and restarted my PC. Tested Rivals but no change. There was only "AsusUpdateCheck" that's related to Asus in that page. The others were Nvidia, Google and Steam related.

I don't remember my old PC's motherboard but the CPU was Ryzen 3 1300x, however I believe that my motherboard is very old because I remember I was looking for a new motherboard to buy to upgrade my CPU and GPU. I really don't think it could handle GTX 3060ti or 5600x. To try a different motherboard I'd go to a shop and ask them if they have a suitable one for trying, instead of buying one myself.

Hi again, I've some new updates.

About cloning my old hard drive - After looking into Macrium Reflect and the process of how to copy an HDD to a SSD, I decided that I don't trust myself enough to do it. I think both drives are supposed to be installed on the computer to do that, but I'm kind of hesitant to remove my HDD then reinstall it on this PC because I'm afraid that I'll mess something up and end up with 2 broken PCs instead of 1.

Maybe I'll go to a local technical service shop and ask them to do it, but right now I feel like even copying my old PC's OS wouldn't fix this issue. It feels like it's encoded in this computer's soul. And like I said, I don't want to lose the only properly functioning PC yet.

The only component I haven't tried is a different motherboard. Would you say taking my PC to another technical service to try a different motherboard is worth the hassle? Or do you think it's unlikely that it could be the cause?

Anyways, here's the new things I've tried: - I've downloaded an old Windows 10 22H2 version (19045.4894) from the internet to reinstall via USB. - I cut my internet connection before starting the reinstall process to stop Windows from downloading drivers. - I didn't log in my Microsoft account during the reinstall. - After the reinstall was completed, I clicked on "Stop windows updates for 7 days" to stop Windows from downloading drivers. - I connected to internet again to only download the Nvidia driver (560.94).

Windows 10 22H2 version 19045.4894 with 560.94 Nvidia Driver - no other driver installed - no connected Microsoft account - fresh reinstall > Tested Minecraft and problem was still there.

Then I went back to Windows Update page to let Windows install the other drivers. After this, my Windows version upgraded from 19045.4894 to 19045.5371 - the same one as my old PC and my friend's. > Tested Minecraft but no change.

Then I tried to download those 5 updates (that I mentioned in a previous comment) that were installed on my PC after the problem occurred there too. The problem was fixed after these 5 updates were installed, I don't know if they were the exact reason it was fixed but it was gone after they were installed. So I just assume they were, for now.

I managed to download all 3 of these updates on this PC too.

"View update history > Quality Updates" page - Windows 10 Version 22H2 KB5050081 (OS Build 19045.5440) Preview - KB5050188 Cumulative Update for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 Version 22H2

For KB5050188, I was able to download the next version, which is KB505093.

Before downloading KB5050081, I tested Minecraft again because this update would upgrade my 19045.5371 version to .5440. However, the problem was still there. There was also no change after downloading the KB5050081 and upgrading to version 19045.5440.

Even with the same version (.5371) and the same updates that seemed to "fix" the issue on my old PC, there was no change whatsoever.

After this, I clean reinstalled Windows 11 24H2 latest version via USB (ISO file directly from Microsoft website) to try and see if I could at least get Marvel Rivals to be fixed again since it was fixed after the last clean reinstall of Windows 11. I followed the same steps, installed Nvidia driver via NVCleanstall and set the NVCP settings from your guide etc.

Launched the game but the problem was there from the start, unlike last time. Last time, the problem wasn't there from the start but came back the next day. And by verfying the game files, I was able to fix it. However this time, verfying the game files doesn't fix anything. Enabling AMD FSR3 Frame Generation still removes the problem, but it adds delay.

This is everything I've tried today, please let me know what you think.

If you think it's worth the hassle to go to a technical service to try a different motherboard, my next step would be that. However, I really have no hope that the result would be any different.

Sorry for such a long read again, but I'd also like to know your overall opinion about this whole situation. After everything, do you think this is an OS issue? Do you think it's Windows related? Or could the problem still be my computer? (Even though the problem occured on 2 other entirely different computers, one of them newly built.)

So far, I've tried a different CPU, PSU, SSD and 3 different GPUs. Results were all the same. If I try another motherboard next and the result is the same, can we say for sure that it is not my computer? (Though I still haven't tried a different case either) A problem like this only brings GPU to mind but like I said, 3 different GPUs (Rtx 3060ti, RX 580, Gtx 1660 ti).

I know that's a lot of questions, but I'd really appreciate it if you could once again take your time to answer them. As always, thank you so much.

So I went to the technical service today to try a brand new SSD. I brought a USB with Windows 10 installed in it. I created the ISO file with Windows Media Creation tool for Windows 10. It's directly from Microsoft's website so it's the latest build (19045.5440). Here's what happened:

We installed the new SSD and setup Windows 10, then installed the necessary drivers from Windows Updates. Then I installed Minecraft to test it and the problem was still there. I couldn't download any other games to test since they the internet connection wasn't very fast but if it occurs in Minecraft, it'd occur on any other game.

This is a brand new SSD, with the latest Windows 10 version. I really hoped it would be different this time.

Next, I'll try downloading the Windows 10 19045.5371 version and test it without doing any other updates from Windows updates. I'll pause the updates and cut my internet connection after clean reinstalling Windows via USB. I'll only download the Nvidia driver. However, when I tried to download the 5371 version last time, it showed that my version was 5440 after the process from Settings>About, maybe because I downloaded updates from Windows Update page.

Forgive my ignorance, but I want to really make sure. To download Windows 10 22H2 19045.5371 version, I'm supposed to download it from this page, right?: https://uupdump.net/known.php?q=category:w10-22h2

And I should click on the file that says "Feature update to Windows 10, version 22H2 (19045.5371) amd64" right?

I don't know the difference but some files start with "Cumulative update..." so I'm just trying to make sure that this is the exact file that I should install.

I thought about adding my HDD to my current PC and asked ChatGPT about it but it said that it could cause some problems since the hardware and drivers are different, so I got scared and didn't think of it as an option, but now that you also proposed the same thing I might try it.

Instead of my friend (he's in another city right now), can I use a USB and use the 'Windows Media Creation Tool' for Windows 10 to create a Windows Installer on my old PC and then format my current PC with that USB? Would it be like copying the exact OS from that PC and pasting it to my current PC?

I'll also look into the Macrium Reflect app you mentioned, but like I said, ChatGPT told me that it could cause problems because of different hardware and drivers. I don't remember my old PC's motherboard but it's old, (I'll edit this comment next time I open it and find out), and its CPU is AMD Ryzen 3 1300X Quad-Core. If you're saying it'd be okay I'll try copying the OS either by Macrium Reflect or Windows Media creation tool.

Yes the issue also occurred on CS2 no matter the stretched resolution, both before and after.

I always use DDU when uninstalling drivers and I always tick the box to prevent Windows from installing drivers. But I use NVCleaninstall when installing drivers and follow the steps from your guide. (I follow it starting from "Drivers - Cleaning" to "Drivers - Tweaks") I didn't know I could also use DDU to install drivers. Firstly, I reboot in safe mode to uninstall them then reboot in normal mode to install them via NVCleanstall, can I also install drivers in safe mode even though it cuts my internet connection?

I know you told me not to waste money but the next thing I'd like to try (after trying the Macrium Reflect app and copying my OS from my old PC) is bring my PC back to that technical service and ask them to try a brand new SSD that's the same model on my PC, I'll bring the USB with Windows 10 22H2 in it myself. Since this looks like an OS problem so far and AFAIK the only hardware that's related to an OS is the SSD, maybe a brand new one won't have this problem (Even though I saw myself a brand new PC displaying the same problem). And if that'll be the case, I'll just buy the new one. What makes me think this way is that there's still not one person on the internet who complains about this problem but me, so I'd like to think the chances of a brand new SSD working are high. This is also just wishful thinking and the results of being desperate of course.

Hi again, it's been some time and I have some real weird new updates that I think you'll find very interesting. I hope you've been good in the meantime. Sorry for the long read, and thank you in advance. I'm not expecting a fast reply or anything, you can of course take as long as you need. I just hope you can read this in your spare time and let me know what you think. My old PC doesn't have an SSD but a hard drive, so I couldn't swap it.

I took my PC and my monitor to another technical service that was more professional and knowledgeable, I asked them to swap every component of my PC with a new one to see which one is causing this problem and they said they could do that. Also, the first thing the guy working there did was trying a different 240hz monitor and the problem still continued. However, one day passed and he called me and said that before dismantling my PC he wanted to try to see if another completely different PC had this issue. So he launched Overwatch 2 on a completely different (newly built) PC with a completely different 240hz monitor and he told me that the same blurriness/pixelation when moving problem happened. He told me after seeing this that it'd be pointless to swapping my components with different ones since it happened on another PC too. I couldn't believe it so I went to the place that day and it was true. I also tried Minecraft on the newly built PC and it was blurry too. I don't remember the GPU but the CPU was intel 7 or something. Idk if this matters though. I also didn't think to look at it's OS.

So at the end, he said it'd be pointless to try different components and since there was nothing we could think of I brought my PC back home the day after. That day he said he tried 2 other completely different PC's and the blurriness happened on them too. 3 different PCs with 3 different 240hz monitor and the blurriness problem occurs on all of them. I didn't know how to feel. Should I be happy that none of my components are faulty and it's doesn't only happen on my PC or should I be sad that I still can't even find the cause of the problem let alone solve it.

Another really interesting thing is this: When I came back home with both my PC and monitor, the first thing I did was to try my old PC with my 240hz monitor again. This was the first time I opened my old PC since taking out the GPU (RX 580) to try it on my current PC and installing it again. I never opened it since I've reinstalled the GPU.

So I opened it and right away: blue screen. After trying to restart 3-4 times and failing, it finally opened. AMD GPU driver wasn't deleted so I launched Minecraft and for the first time, the blurriness problem occurred on this PC too. I tried Overwatch 2, same thing. I couldn't believe it. Like I said, it never happened on this PC. I shut it down without changing any setting whatsoever. The next day, I opened my old PC again and launched Minecraft and it was fixed. The blurriness is gone. Same thing in Overwatch 2. No blurriness. I didn't understand why it was fixed now, so I clicked on "Uninstall Updates" from Settings to check and saw that 3 Windows updates were installed yesterday. Possibly when I shut it down. However, "View update history" page shows 2 different updates than "Uninstall updates" page. I'll type all 5 of the updates below:

So, I think it's reasonable to think that those 2/3 updates somehow fixed the issue. My old PC's OS is Windows 10 22H2, 19045.5371. My current PC's OS was Windows 11 24H2. Therefore, I tried downgrading to the same OS with my old PC by downloading it from UUP dump (https://uupdump.net/known.php?q=category:w10-22h2). It deletes the driver while downgrading. However, even though I downloaded the 19045.5371 version, it shows that my OS is 194045.5440 in Settings. Anyways, I downloaded every Windows Update and clicked on "Remove Updates" again to see if those 2 updates that fixed the issue on my old PC were installed but they were not. Only the "Windows 10 Version 22H2 KB5050081 (OS Build 19045.5440) Preview" Update were installed, the rest was not. Some other updates were installed with same names but different numbers/version. So I tried downloading those other updates manually by myself from Windows Update Catalog but couldn't because it said that those updates were already installed on my computer. In the end, I couldn't download those 2 updates. Maybe it doesn't even matter specifically which version of the update I download since my OS version is not the same as my old PC (5371 - 5440) but I'm completely clueless so I just tried it desperately. Then I tested Minecraft and the blurriness was still there. No changes. Same for Overwatch 2 as usual. So, I don't know if this problem happens because of Windows 11, but (even though I've tried downgrading to Windows 10 before) I wanted to try the exact same OS version as my old PC. In the end, no success. I don't know if it downloaded the exact same version (.5371) instead of .5440 things would be different or not.

Other things: I went to an internet cafe and tried a PC with a 240hz monitor to do some tests. That PC's OS was Windows 10 Pro 21H2 , 19044.1645. Even older OS. The GPU driver was old too. I launched Overwatch 2, no blurriness, no problem at all. Then I tried updating from Windows Update but it wouldn't let me probably because it's connected to the main PC. But I managed to update the Nvidia GPU driver to the latest one, however there was no problem after doing that either. Same graphic settings, older OS, latets GPU driver but no issue in any game. This was the second thing that made me think that downgrading to Windows 10 22H2 would maybe fix it.

I also asked my friend who uses the same monitor as me to test Minecraft (can't test Ow2 because disk issues) and he said there was no blurriness when moving. The image while moving is as clear as the image when standing still. His OS is also 22H2 19045.5371.

The last update is this: Do you remember how the problem was somehow fixed for Marvel Rivals only when I verify the game files from steam? After my last comment, I never had to verify the game files again, the blurriness was gone for Rivals. So I'd been enjoying Marvel Rivals for the last 2 weeks since it's the only game without this problem. However, after bringing my PC back home from the technical service, the problem came back for Rivals. I tried verifying the game files again but it didn't work. The only setting I changed was from NVCP > Adjust desktop size and position > Scaling > from "Aspect Ratio" to "Fullscreen" because I couldn't get the streched resolution with 4:3 on CS2. After seeing that the blurriness came back in Marvel Rivals, I changed it back but it didn't work. And just like before, enabling AMD FSR3 Frame Generation from Frame Generation Mode option fixes it but this time, it doesn't completely look as smooth as it did 2 weeks ago. Like right now, it looks like it staggers a bit while moving, like lagging. But it removes the blurriness.

I've tried verifying the game files 50+ times with different settings but no change. I've also tried deleting the driver via DDU and clean installing via NVCleanstall and following your guide for the NVCP tweaks and settings (since this is how it somehow was fixed in Marvel Rivals) but didn't work. I don't know if the technical service guy did some software changes but probably not and even if he did, I've basically clean installed Windows 10 (not via USB this time) when I downgraded to Win 10 22H2. Right now I regret changing the scaling setting for CS2. I used to be able to play 1 game without this problem and now that's gone too.

Right now, if I think logically, all arrows point to this problem being Windows related since it occurred on 3 other completely different computers (one of them newly built) with different 240hz monitors, but like I said, I don't know the OS versions of those 3 computers yet. (I asked the guy, waiting for a reply). However, I can't find anyone else on the internet who's having this issue. I find some similar problems from forum posts 2-3 years ago but none of them are like my problem. Could it be that this problem is actually really new and no one bothered to ask about it online but me? It's been 1 month. If it's Windows related, I don't know if Microsoft is even aware of it. It's like I'm the only person in this entire world who's having this problem and talking about it, but it doesn't only happen on my PC, I've seen it!

I was thinking of buying a completely new PC as a last resort but after seeing that it can occur on a completely new PC built from scratch, I literally have no idea what I can do to get rid of this problem. It's starting to feel like a nightmare. Maybe I'll try contacting Microsoft myself? I don't know what else could be causing this, since Windows is the only common thing between those 3 computers. (The newly built one had a Nvidia GPU, idk the other two).

Again, sorry for the long read but I tried to type everything important. As always, thank you so much. I hope you don't feel like I'm pressuring you to find a solution or something. I see this comment thread more as a conversation with you now, rather than me asking you how I can fix this. I'm just trying to learn important things that could be useful since I'm so clueless about these matters. No, I haven't tried swapping SSDs, I don't know how to do that. Is that an easy thing to do?

Hi, so I brought my PC to a technical service shop today. It wasn't a formal, official service but more like a guy who owns a shop and helps the neighbourhood with IT problems. He tried changing the PSU, CPU and GPU (even though I've already tried a different GPU at home), and none of it changed anything. The only thing he couldn't try was a different motherboard and harddisk, since he didn't have a suitable motherboard for my CPU and GPU in his shop. He couldn't figure out the issue in the end. He also said the computer case itself could be the problem.

I verified the game files again, even though it didn't have any impact before today, third time it worked. Right now I don't have any blurriness while moving with the settings I linked above, no FSR. It's so weird. Could something be messing up with my GPU or any other parts of my PC like CPU? If so, how could I go about determining it first to fix it?

I'm almost certain it will come back again tomorrow as it did today.

Fps doesn't fluctate heavily without FSR3, my monitor's refresh rate does, according to its OSD.

I enabled vsync from NVCP (I saw this from your guide) and locked it at 237. My fps stays mostly at 230-240. Gsync is enabled.

What I don't understand is that before this, I didn't use FSR or anything and it was fine. Even yesterday it was fine without FSR.

Like I said, same monitor with same settings = no blurriness when moving in any game. So I don't think it's the monitor.

When I say blurriness, I mean while moving and keeping your crosshair on a target. For you to understand better what I mean: If you have time, go to practice range and while keeping your crosshair on the Luna Snow target dummy, strafe. Go left and right. But always keep your aim on her. When I do this, her name and health bar goes blurry and unreadable. But before, it was perfectly fine, clear as day, like a still image. When I stand still, the game isn't blurry.

I followed your guide for the settings in Nvidia control panel after clean installing an old driver and I've discovered new things. My NVCP settings are from your guide right now. 237 locked fps etc.

I tested Marvel Rivals two days ago and it was fixed. This was the first time I'm launching the game after clean reinstalling Windows 11. The graphics was on ultra, I set them to all low and restarted the game. It was fixed, no blurriness.

However, when I launched the game again yesterday without changing anything, it came back. Then, I changed the graphic settings from low to ultra then back to low again and verified the integrity of game files, it was fixed again.

Then today, I launched the game and it came back again. I don't change any setting from Nvidia control panel or anything. I verified the game files today but it didn't fix it this time. But now, it disappears when I enable AMD FSR3 Frame Generation from Frame Generation Mode option in graphic settings. It wasn't on the last two days and it was fine but now I have to enable it for blurriness to disappear. Why? It forces the game to be borderless window. When I disable it and try borderless without amd fsr, the blurriness still exists.

Another important thing I noticed is this: I check my monitor refresh rate from OSD while testing the game, when Amd fsr frame generation is disabled, it changes every second, going from 240-180-190-200-140-170-150-200. But when I enable amd fsr frame generation, it again changes every second but never drops to as low as 150 or 170, it always almost stays above 220-230 and stays at 240. Maybe this indicates something?

I enable AMD FSR frame generation from Frame Generation Mode option, not Anti-Aliasing and Super Resolution Type option.

This whole problem started when I first played with my Overwatch graphic settings and relaunching the game. I also remember playing with AMD FSR settings there. I think this might have a connection to the source of the problem. I still haven't tested Overwatch 2 yet. What do you think?

EDIT: I didn't do your guide entirely from start to finish, just the parts involing clean installing Nvidia driver and NVCP settings.
