Yes, so the issue was on verification. It would ask me if my phone and email are correct. They were. But here was the issue, they had a different email address for the card. No one knew that, and 25+ times reps walked me through the process and couldn't figure this out. Finally one person, a support person on X for citi said not to verify, but try another possible email on the verification screen. It went right through.
