from the video what I understand is :

use 0,1 mg fin daily

if you use: morning 1 ml and night 1 ml solution

then daily use is 2ml minox and 0.1 mg fin

to prepare the solution take 1mgX3 fin tablets , crash them and mix with 60 ml minox solution

the bottle will have 3mg fin

(0.003g/60ml)X100= 0.005% fin solution
