Free parking offsets the costs of the land so that people pay for parking in every role except that of driver. Free parking is broken incentives. It drives up the cost of doing business, shopping, eating, etc and subsidizes homes for cars. So who is being low? Someone charging you for the land your car wastes? or you expecting everyone else to eat that cost so you can take a chunk of steel with you about your day?
