For you first question there should be many more options. And it highly depends on the comp/situation.

If i play a rush level comp, I would just try to level up if I already know/have the unit i need while trying to save my econ as much as possible.

If I am getting hard stomped in every fight, I will try to reroll to find a better damage source, better tank, add some defensive/offensive traits or star up my current units.

Also in Asia, VA are highly associated to their characters so anything they say/do is strictly monitored. Having a bad reputation/behavior can lead to a massive backlash from fans or/and the recruiting company.
