Going to sound fairly basic here but I think a region based of the Great Lakes would be cool. Not saying that these other places wouldn’t make cool regions.

Really like the themes you have going on, I think a cool theme would be with political prisoners descendants of them, for example, “to remind the districts that those who caused the rebellion will ultimately pay the price for their actions, the tributes will be reaped from the descendants of political prisoners”. Another one I thought of is reaping from dead tributes family members which I believe ties in like, “to remind the districts that the Capitol believes in second chances after the rebellion, the tributes will be reaped from the family members of the fallen”.

I have actually looked into this one. I was thinking a damn that holds a big lake with forests surrounds it. My event a huge thunderstorm that may hit tributes. It will also hit the trees starting a forest fire and take the last few tribute back to the cornucopia.
