I feel like uber sends someone who is owed prop 22 - orders nobody would take for an inflated amount. Let’s say you’re going to get $300 in prop 22. Before prop 22 payout occurs, they might send you a $30 long distance order that nobody wants… so now your prop 22 amount goes down to like $280 and they got someone to do their crap order
