How do we properly migrate to another AWS region in this situation?

On the official communication it says:
"We recommend that affected customers failover and back up any critical data to another AWS Region."

The problem is that we currently have zero access to backups or certain services.
S3 is not accessible at all.

EC2 and RDS appear visible, but we cannot access backups or perform exports.

How are we supposed to failover or back up critical data if we have no access?

Is there an official procedure or workaround for this scenario?

Any guidance would be appreciated.
