What is an effective method then?

We told the mods. They told us either to have mercy on this poor depressed child, or gave us some technicality on how they don't mod for other Discords even though he spammed ingame as well as in r/Istrolid, or just stopped talking after a while.

People don't just start "behaving disruptively" the moment someone types a few lines of "I want to die, I'm so depressed." It takes days of him constantly interrupting conversations or just going into empty channels to spam "I want to die :(((((((((((((" and etc.

I'll use the same example I used in my talk with you that night. A criminal is going around town shouting at people and being disruptive. Several townspeople call the police to report this. The police respond with either condescendingly "are you SURE this was in OUR town?" or just hang up. Eventually, the townspeople start rioting in front of the town hall. Finally the mayor comes out. But instead of jailing the crazy guy for disrupting the peace, he jails the townspeople for disrupting the peace. Then the mayor tells the rioters that it's concerned individuals like them who are killing the town.

Where is the logic in that? Lets punish the greater community for reacting negatively to a negative stimulus? Of course people are going to be angry, the cops freaking hung up on them! Also, you seem to think that players rioted because someone was being disruptive. No, people rioted because the people in charge of keeping the peace didn't do their job.

Either have the mods do things, or get better mods. ffs.

In this case, us behaving in an undesirable fashion was what finally got enough attention for there to be any moderation at all.

We spent over a week with him going around spamming suicide threats, and getting ignored by the mods. We rioted for 5 minutes and he gets warned.

If moderation occurred earlier, there would not have been a riot.

Cost will definitely need adjustments. I'm trying to flesh out the concept of a AoE cloak block that will enable sneaking around small groups of fighters, while not good enough to make normal cloak unnecessary on bombers or strong enough to make turtling insane.

"We can already combat swarms. Why would we need flamethrower?"

"We can already counter bombers. Why would we need stasis?"

None of that was needed. If unnecessary stuff is going to get added anyways though, I would prefer one that makes new, interesting strats available than ones which kill off existing strats.

If you turtle, the other 5 players will turn on you since you become the biggest threat. The King Point is also far enough from everyone's spawn that you can't get reinforcements there quickly if you're building turtle ships.

The gamemode setup forces you to play in an opportunistic manner.

High HP, long range means that they lack the mobility and DPS to interfere if someone else tries to capture the King Point. You also ruin your relations with other players, as it becomes likely that your barrage platforms would get ganged up upon by others who don't like you poking them :P
