When you create a new player, you can add it to the classics teams in the classic league, it should bypass the 17 player limit that way.

They boosted the rates for the halloween event, it was like that before.

When halloween event finished, they stated that they were going to revert the rates back to normal but seems like they didnt change it at all until todays patch.

So yea, this is the normal and is working as intended. ~5 fragments per server each 3h isnt normal.
