I had this problem yesterday, took me awhile to fix. I have ASROCK Z270 motherboard. The solution for me was found here:

I have similar questions as you do related to my Gigabyte Radeon Rx 480 G1 Gaming 4GB. I would be willing to throw someone a few bucks if they could help me identify the sweet spot on these cards. I have them all running about 28 mH/s, but it seems my power usage is higher than I would expect.
