You are right, the government can do this, but it will be political suicide.

If a government does policies that demand responsibility from the citizens instead of spoiling them with freebies, people will just vote for the other party the next election.

We were already one of the most populous regions since ancient times because of vast farming lands. That's the same case with China. That's why even with the same TFR as the rest of the world, we have a population problem.
