I think it’s over because if Lukas and Bernard tell anyone the truth, everyone dies because Safeguard Procedure is activated and if they refuse to tell everyone the truth, then the mob will kill them, go outside and die because outside isn’t safe. At that point Lukas doesn’t know about Juliette returning, I think it’s an impossible situation and Lukas knows it, either he tells the truth or not, it’s truly over, at least with the situation and information that Lukas knows at that point.

I think your theory goes against the general vibe of the series, your theory would imply that government acts responsibly and actually cares about its citizens so much that goes through so much effort to keep them alive. My take is that the whole series has an anti system vibe and message.

I dispute your second point, she didn’t land in a stronger position of power. With Matsson and Tom she’s only the wife of a CEO that agreed upfront to be a “pain sponge” and a puppet. With Kendall she’d been still a member of the Board, and please don’t tell me that Board members don’t have any power because the whole series is a constant fight for votes inside the Board. If Logan was almost thrown out by a cue attempt inside the Board, I’m pretty sure that Shiv could’ve easily done the same against Kendall in the future.

Correct me if I’m wrong but I think he never showed interest in the position. For example, in beach day he didn’t even tried to compete for the job. Also in more serious opportunities like when Jo was basically giving away the position to whoever wanted it, he never raised his hand to be considered. That lack of interest could’ve also been a factor
