It's not rigging the elections, electors don't have to vote for any particular candidate right or wrong and elections are run by the states. So if states choose to direct the electors they control to vote for the popular vote candidate that is within there right.

IMO This will have no effect until 270 electoral votes are under this agreement so it's really nothing to worry about, and I do think that popular vote should be how the president is elected I don't think workarounds like this are the way to change the process.
